SundayTimes: CEB Engineers Union continuing work-to-rule may see unlicensed PUCSL power plants shutting down

Several power plants being operated without a licence issued by the Public Utilities Commission of Sri Lanka (PUCSL) are liable to be shut down if the Ceylon Electricity Board Engineers’ Union (CEBEU) continues with its ‘work-to-rule’ campaign.

Earlier this week, engineers stopped work at a 60 Megawatt (MW) barge mounted plant being operated at the Colombo Port. The plant had not been issued a licence by PUCSL, the power sector regulator, since 2015.

CEBEU President Saumya Kumarawadu said their members had decided to stop work at the plant as part of their work-to-rule trade union campaign as it would be “illegal” to operate a plant unlicensed by the regulator.

He noted that there were several other power plants which had been purchased by the CEB to supply emergency power, which were also unlicensed by the regulator. “We are currently gathering information on these plants and will make a decision on whether to stop work at these plants too,” he added.

The CEBEU insists that it will continue its trade union action until the PUCSL takes steps to approve the CEB’s Least Cost Long Term Power Generation Plan (LTGEP) and remove PUCSL Director General Damitha Kumarasinghe, who it blames for the spat between the CEB and PUCSL over coal power plants in the LTGEP.

The PUCSL had earlier rejected coal power plants on the grounds that they are against Government policy. The LTGEP approved by the regulator currently has no coal power plants and is based on major hydro, mini hydro, solar, wind, biomass, natural gas, furnace oil-based power and gas turbine power.

The CEBEU President said he was aware that the Government’s new energy policy, which includes coal, has been presented to Cabinet. But, he pointed out that it is ultimately the regulator who will have to approve a generation plan based on that energy policy. The union wants the regulator to approve the CEB’s original plan before the CEB submits a modified version next year.

Meanwhile, the Sunday Times learns that the PUCSL has written to President’s Secretary Austin Fernando this week seeking clarification on whether the Government’s energy policy has undergone a change. Noting that it has already approved an amended LTGEP 2018-2037, the regulator has pointed out that according to the Sri Lanka Electricity Act, it can only approve a fresh plan based on the contents of a new energy policy approved by the Cabinet.

Cabinet approval given?

The Cabinet Paper, compiled by Minister of Power and Renewable Energy Ranjith Siyambalapitiya, which stressed that the country’s energy policy should have a mix of power generation sources, was approved by the Cabinet yesterday (9).

However, the Ceylon Electricity Board Engineers Union (CEBEU) said that they will not call off their ongoing work to rule campaign till the Least Cost Long-Term Generation Expansion Plan (LCLTGEP 2018-2037) is ratified. The CEBEU is currently carrying out its work to rule campaign which began on 8 May.

Secretary of the Ministry Dr. Suren Batagoda has already informed the Chairman of the Public Utilities Commission of Sri Lanka (PUCSL) to look into whether the LCLTGEP 2018-2037 has been compiled based on the Government energy policy and if so to approve it soon.

But, sources said that Chairman of the PUCSL, Saliya Mathew, instead of looking into the LCLTGEP 2018-2037, had gone overseas yesterday.
Dr. Batagoda said that in such a context the power sector was likely to face a crisis situation.

“Till the Head of the PUCSL returns nothing can be resolved. The Head of the PUCSL says that the LCLTGEP 2018-2037 had not been approved based on the Government policy of no more coal power.

However, its Director General Damitha Kumarasinghe says that it had not been approved as the price of a coal power unit is higher than a Liquefied Natural Gas unit and because low cost power stations have to be built. This is a confusing state of affairs,” said the Ministry Secretary.

But, the President had informed the CEBEU recently that only the stoppage of the Sampur coal power station had been approved by him and that he had never campaigned that there be no more coal power.

Efforts to contact the Director General of the PUCSL several times proved futile.

Explaining matters, President of the CEBEU Sawmya Kumarawadu said, “We are content that the Government has ratified a policy document on the country’s power sector. That could be a document of just two to three pages that has been compiled. But, we began this trade union action not over it. We are demanding that the LCLTGEP 2018-2037 which had been compiled in May last year must be approved by the PUCSL.  That cannot be ratified by the Cabinet.”

Another demand of the CEBEU is for the removal of the Director General of the PUCSL.

Sri Lanka state refiner mulls investments amid energy policy changes

ECONOMYNEXT – The Ceylon Petroleum Corporation (CPC), Sri Lanka’s state-run refiner, says more clarity on government energy policy and fuel mix is needed given planned upgrades to oil infrastructure costing over US$2 billion.

“Before we embark on new projects we should know our energy policy. Then we can plan our own investments,” said CPC chairman Dammika Ranatunga.

“As a country, we have to have our energy policy in which the energy mix should be incorporated,” he told Economynext.com in an interview.

The CPC, which has just completed a 35-day overhaul at its 50,000 barrel-per-day (bpd) refinery at Sapugaskanda, is in the midst of upgrading petroleum infrastructure which had been neglected for decades.

Ranatunga said the maintenance work, which takes place every three years to monitor and replace critical parts of the plant needed to run at optimum levels, had improved efficiency and productivity at the refinery.

But more clarity on government plans for its energy sector was needed given ongoing and planned infrastructure improvements that will cost a few billion dollars.

The CPC is considering at least doubling the capacity of its refinery to 100,000 bpd or more at an estimated cost of about $2.5 billion.

It is also building more storage tanks and replacing decades-old pipelines, prone to leaks, linking the refinery and tanks with oil unloading terminals in Colombo port that will also cost several tens of millions of dollars.

Ranatunga said proposals for large-scale adoption of natural gas in the island’s energy sector, to exploit recently-discovered offshore gas reserves, needed to be thought through carefully to ensure best returns on petroleum investments being made now.

The government has said it is also considering building import terminals for liquefied natural gas until the Mannar Basin gas reserves become commercially recoverable.

“If we convert to LNG, what about investments we made for petroleum?”

Ranatunga asked, noting that the CPC built pipelines to supply a thermal power plant at Kerawalapitiya costing spent $60 million.

Sudden changes in the fuel mix could made it difficult to recover existing investments, he said, noting that countries like the United States and China were making the conversion to cleaner fuels only gradually.

“We need to be careful when we put money into certain things,” Ranatunga said. “There’s no point in me investing in (petroleum) pipelines if in the future we are going for LNG.”

Proper feasibility studies were needed before deciding on the energy mix, including financial and safety aspects, since handling, storing and transporting different types of fuels needed different infrastructure and safety procedures.

“Petrol and LNG are both inflammable but burn differently. Do we have the fire fighting capacity to handle the situation. If not, what investment do we need to make?”

CT – CEB Engineers embark on work-to-rule

Ceylon Electricity Board (CEB) Engineers will launch their work-to-rule campaign from today (8), according to the Engineers’ Union chairman, Saumya Kumarawaduge.

He said, “The Public Utilities Commission of Sri Lanka (PUCSL) has to approve our mixed power generation plan, according to the law of the country. There are some reports that it will be presented to the Cabinet of Ministers for approval. We don’t think that such a thing is necessary. What we requested has not taken place yet. Therefore, the work-to-rule action will start from today as previously informed.”

He also warned that if power plants get deactivated outside of office hours, no engineer will go to repair them, adding that if the public gets inconvenienced through those power cuts, among others, the Government should be held responsible.

CT: CEBEU to take TU action

The Ceylon Electricity Board Engineers Union (CEBEU) has decided to engage in trade union action of work to rule from Tuesday 8 May, demanding that Director General of the Public Utilities Commission of Sri Lanka (PUCSL) Damitha Kumarasinghe quit his post and immediately approve the Least Cost Long Term Generation Expansion Plane 2018-2037 (LCLTGEP) of the Ceylon Electricity Board (CEB).

They inform the public that the responsibilities of the inconveniences that could affect the people due to their trade union action should be accepted by the government.
Anyhow, the CEBEU says that steps will be taken to ensure continuous electricity supply to places of importance such as hospitals and places connected to national security.
They have also decided to suspend all types of official communication with the Director General of the PUCSL.
Although they had mentioned that this trade union action of work to rule would be launched on 20 April, they had postponed it due to the Vesak Festival.

During the entire past the CEBEU alleged that instead of the LCLTGEP prepared by the CEB, the PUCSL had approved a Long-Term Generation Plan prepared by them. In protest they left all Technical Committees from August 2017.
Thereafter, on 25 April, the CEBEU had held a discussion with President Maithripala Sirisena on the existing situation. The PUCSL, the Management of the CEB as well as the Secretary to the Ministry of Power and Renewable Energy Dr. Suren Batagoda participated in this instance.

During this discussion, the President had informed the PUCSL to approve the LCLTGEP (2018-2037) of the CEB. Sources said that if the Cabinet approves this plan, the PUCSL had said they will do so too.

However, the CEBEU says that even though the LCLTGEP (2018-2037) is approved, the officials of the PUCSL would obstruct it when being implemented.
The Secretary of the Ministry responding to an inquiry we made, said that the Power Policy of the State prepared by the Ministry will be presented for Cabinet approval on the following Tuesday.

“This policy document has been approved by the National Economic Council. If Cabinet approval is received, the PUCSL could check whether it has been prepared according to the LCLTGEP (2018-2037) which has been submitted by the CEB at present. I will send them a letter informing them of this. If the PUCSL can carry out big changes, in the CEB, LCLTGEP (2018-2037) saying that it does not compare with the government policy, they should be able to incorporate minor changes in the State policy which has now been approved,” Dr. Batagoda emphasized.

CeylonToday FT: Cost of Electricity Generation and the National Economy

The total annual electricity generation of the country is about 15 billion units at present,  and it increases nearly by 1 billion each year. Hence, if the cost of generation of one electricity unit is increased by a mere one rupee, it would incur a loss of more than Rs 15 billion to the country at present.

It is a duty of the Ceylon Electricity Board to prepare a Least Cost Generation Expansion Plan identifying most appropriate power plants complying with technical requirements of the Sri Lanka electricity system. After commissioning the Norochcholai coal power plant as identified in CEB’s long-term plans, the cost of generation of one unit was reduced from Rs 23.66 in 2012 to Rs 15.07 in 2015. In line with this, the Government reduced the electricity bill by 25% for the first time in history.

However, since no low cost major thermal power plants were added to the system after 2014, electricity generation from diesel power plants (like emergency power plants) were increased, which in turn has increased the cost of generation up again to Rs 21.32 in 2017. As a result of this Ceylon Electricity Board, which made profits with the commissioning of the Norochcholai coal power plant, has incurred a loss of Rs 45 billion in 2017.

After spending nearly 10 years on resolving political, social and environmental issues, the Sampur Coal Power Plant was cancelled at the very last moment at which it was about to be tendered. Even if the Sampur Coal Power Plant was cancelled,there are no signs of commencing construction of any new major power plant as a successful measure to resolve the crisis caused by the cancellation of the project. Under these circumstances, it is inevitable that CEB will incur heavy losses of more than Rs 50 billion annually in coming 6-7 years until a low cost major power plant is commissioned.

The damage to the country’s economy due to the increased diesel power generation as a results of the delaying the commissioning the Norochcholai coal power plant by 15 years, was a staggering Rs 900 billion. This amount is equivalent to the construction cost of eight more highways similar to the Southern Expressway. Similarly, the loss of terminating the Sampur coal power plant at the very last minute is nearly Rs 200 billion for five years. This could finance the construction of four more highways similar to Katunayake expressway. Accordingly, it is evident that unlike other sectors, the erroneous decisions taken by top Government authorities for the power sector can have massive impact on the nations’ economy.

EconomyNext: Sri Lanka to bring coal power back, optimal mix required: Central Bank

ECONOMYNEXT – Sri Lanka’s power ministry has proposed to bring back coal plants to the energy mix in a bid to lower long term generation costs, amid a need to determine the optimal energy mix, the central bank has said.

Sri Lanka’s Ministry of Power and Renewable Energy submitted a revised version of the new National Energy Policy and Strategies to the Cabinet of Ministers for approval, which includes coal.

“It is important to determine the optimal mix of energy sources for Sri Lanka in terms of both financial and economic costs, and thereby the long-term generation expansion plan for the country, without considering power projects in an ad-hoc manner,” the central bank said in its 2017 annual report.

“The government is currently in the process of evaluating this proposal to decide on the most appropriate technology for coal power plants in the country.

“The preferred fuel options for power generation recommended therein are hydro, fuel-oil, coal, LNG, solar, wind and biomass.”

There have been suggestions that coal and liquefied natural gas should comprise about 30 percent of the sector, large hydro and renewables that can be dispatched about the same and the balance from less reliable sources and residual oil, which is a by-product of refining.

The central bank said state-run Ceylon Electricity Board has proposed two 300 MW coal plants which are not in a currently approved longer term generation expansion plan.

“The government is currently in the process of evaluating this proposal to decide on the most appropriate technology for coal power plants in the country,” the central bank said.

Sri Lanka ended up with Chinese built coal power complex which less clean than the original cleaner Japanese plant proposed by the CEB due to protests from environmentalists and religious lobbies.

The newer plants proposed by the CEB include covered conveyors and other methods to reduce pollution.

The power utility has also proposed so-called ‘super critical’ coal plants where the steam boilers and turbines operate at high temperatures and pressure which improves efficiency of converting coal to electricity.

Sri Lanka’s power regulator controversially struck off coal plants on the basis that President Sirisena and the government has decided on a no-coal policy and claiming that coal was more expensive than liquefied natural gas. The plan heavily weighted towards LNG has led to a dispute with the Ceylon Electricity Board.

President Sirisena announced the cancellation of a 500MW coal plant in Sampur in 2015, which was on the verge of being tendered, causing tens of billions of rupees of losses to the country each year.

At a recent meeting with power sector officials and union of power engineers, the President had denied that he banned coal, saying he objected to the coal plant due to some clauses, sources familiar with the matter say.

The President also asked the Public Utilities Commission of Sri Lanka and the utility to discuss disputes and resolve the matter.

The engineers union has announced a work-to-rule campaign from May 08, which may lead to prolonged power outages.

Sri Lanka cut fuel bills 25 percent in 2015 with the help of coal power despite currency depreciation, but the 900MW coal complex is now running near full capacity. (Colombo/May02/2018)
