By August 2016, electricity sales growth recorded was 9.6 per cent (compared with the first eight months of 2015), the highest since 2010. So there is no relief on the demand front, to call for relief, now that Sampur power plant is delayed, suspended or cancelled. CEB engineers’ union paints dark picture for country’s power sector

Ad hoc decisions with regard to the country’s power sector will cost the Government billions of rupees and the burden will have to be borne by the consumers, the Ceylon Electricity Board Engineers’ Union (CEBEU) warned.

Referring to the decision to scrap the Indian funded coal power plant in Sampur, CEBEU President Athula Wanniarachchi claimed a lack of clear direction by the Government, coupled with apparent disregard for the advice of professionals, would hurtle the country towards a power crisis that it would not be able to overcome without pumping enormous funds to run and maintain costly diesel power plants.

This would mean consumers would have to endure rising electricity tariffs, he added.

He further said the decision was liable to cost the Government an additional Rs.170 billion over four years. The estimate had been made on the assumption that it would take at least four years for the proposed two combined cycle power plants at Kerawalapitiya (300 Megawatt) and Hambantota (170 Megawatt) to be converted from diesel to Liquefied Natural Gas (LNG). These plants are needed to meet a power crisis expected to hit the country in 2018-2019. READ MORE…

India is yet to be officially notified of Sri Lanka’s new development – shelving of the Sampur Coal Power Plant Project, they undertook a long time ago after signing several MoUs pertaining to it. After the Supreme Court was informed yesterday, by the Attorney General, that the Ministry of Power and Energy will shelve the proposed coal power plant, that was offered to India a long time ago, Esha Srivastava, Spokesperson for the Indian High Commission, told Ceylon Today “there were several discussions held on the matter and still there could be more discussions held on it.” READ MORE…

CEB meets PUCSL deadline with revised long term power generation plan

The Ceylon Electricity Board (CEB) has finally forwarded its Long Term Generation Plan to the Public Utilities Commission of Sri Lanka (PUCSL), meeting an August 1 deadline set by it for the submission of the plan.

The Government had already decided to convert the proposed coal power plant in Sampur into Liquefied Natural Gas (LNG). However, with several parties, including the CEB Engineers’ Union (CEBEU) calling for a scientific study to be conducted before deciding on the future of coal, the revised plan contains a mix of both coal and LNG power plants, the Sunday Times learns.

All-Out War On LNG

Coal or LNG for Sampur power plant, SL yet to confirm: India

Despite environmental concerns raised by the Sri Lanka Government on the proposed Sampur coal power plant, Sri Lanka is yet to officially inform India whether it is for coal or Liquid Natural Gas (LNG) replacing the project completely, a senior Indian official said.
Mr. Singh also stressed that a decision to switch to an LNG based plant would not be feasible for a country like Sri Lanka, where the price of gas in the world market is volatile and may cause further delay of up to 10 years to complete the project.
