Readers will recall when the Ceylon Electricity Board Engineers Union [CEBEU] met President Maithripala Sirisena about a month back, he approved the Least Cost, Long Term Generation Plan [LCLTGP] where coal generation was included. Strangely the present news item says ‘the PUCSL approved 242 Mw of Major Hydro, 215 Mini Hydro, 1389 Mw of Solar, 1205 of Wind, 85 Mw. Bio –mass, 4800 of Natural Gas [LNG] 330 Mw of furnace oil and 105 Mw Gas Turbine to be added to the electricity generation system in the long term 20 years’. No mention has been made on Coal Generation

Engineers object Public Utilities commission proposal on power generation
Govt. To Open All Bids For Kerawalapitiya LNG Plant
The Government has decided to open all bids that qualify by the Technical Evaluation Committee (TEC), selected for the construction of the 300 MW Liquid Natural Gas (LNG) Combined Cycle Plant at Kerawalapitiya, a top government official said.
He told The Sunday Leader that the Standard Cabinet Appointed Procurement Committee (SCAPC) attempt to open the only Samsung bid has failed.
SCAPC reasoning to the government ministers for rejecting five bids was that losing bidders could go to PAB (Procurement Appeal Board) and fight their case.

CEBEU DEMANDS PUCSL POWER PLAN OVER CEB’S PLAN
The Ceylon Electricity Board Engineers Union (CEBEU) urges that the request by the CEB to implement the Long Term Generation Plan (LTGP) prepared by the Public Utilities Commission of Sri Lanka (PUCSL) subsequent to getting rid of the LTGP submitted by the CEB for the period 2018-2037, should be immediately withdrawn.
They stressed that if the plan prepared and approved by the PUCSL is implemented, it will result in a loss of the net present value on the project to the CEB of Rs 155 billion.
They pointed out that due to the prices of Liquid Natural Gas (LNG) increasing in the future, this loss could increase further. READ MORE…

Controversies frequently erupt around renewable energy availability, prices and incorporation in the grid. Much is couched in language opaque to the newspaper reader. That’s a pity because the citizen eventually foots the bill and suffers the power cuts. Since I have some slight familiarity with electricity I am drafting a primer to help layman decode experts and wag a finger at their obfuscations.
…..The government foolishly dumped the proposed 500 MW coal station at Sampur and recently turned its back on a 1200 MW Japanese LNG proposal in the Western Province. Instead the Energy Ministry has opted for a 50 MW solar plant at Sampur. ….

Controversy Over Kerawalapitiya LNG Plant Tender
Six of the eight bidders selected by the Ceylon Electricity Board (CEB) Technical Evaluation Committee (TEC) have qualified for the Financial Biddings round which is to be opened on Thursday.
SCAPC ignored the TEC recommendations and selected only Samsung JV of Korea and disqualified five bidders.
The Vice President of this Korean company had been sentenced to prison last year due to the billions of rupees pledged to approve the projects.
SCAPC was questioned whether electrical engineers or mechanical engineers pin pointed such details.
“Civil servants should not try to mimic engineers,” an official said adding none of the engineers’ input was taken into consideration.

CEB Is Geared To Build New Coal Power Plants
Coal has become the talk of the town as Sri Lanka’s electricity utility provider. The Ceylon Electricity Board (CEB) has proposed to build three coal power plants units producing more than 2600 MW of electricity in the 20 years from the year 2018.
The public and environmentalists are opposed to coal while the government is also having serious second thoughts. The Sri Lankan government has endorsed renewable energy even though its own electricity utility has selected a different path.
Also, the country has a history of failing implementation of Least Cost Long Term Generation Expansion Plans and the final plant which is also a coal plant was built in the year 2009.
Some question, whether the CEB has enough training in maintaining or building coal power plants. The answer is “ they are in the process.”
The annual journal of Japan Coal Energy Center (JCOAL), who is in the business to carry out consolidated efforts for further development of the coal sector, said that the invitational technology exchange programme was carried out aimed at the promotion of Japan’s coal-fired thermal power plant and the acquisition of new coal-fired power generation projects.
The executives and engineers of the Ministry of Power and Renewable Energy and the Ceylon Electricity Board have been invited to Japan with the objective of enhancing the understanding of Sri Lankans about Japan’s CCT.

Norochcholai power plant has already paid back its investment
Meanwhile, 10 oil power plants were bought, contracted or rented out, to keep the electricity supply alive. Although the politicians would not care for the cost to the country, Secretary to the Treasury, with the numbers at his finger-tips, knew very well, what was the second most preventable and wasteful expenditure on the economy: the first was the war, second the diesel power plants to make up for the intransigence of three governments preventing the implementation of two key power plant projects (Upper Kotmale and Norochcholai).
The Minister and his deputy came out of the President’s office, conferred among themselves for a while outside, and went back in, to double check with the President, what they heard from her minutes ago. And she confirmed it for the second time and possibly shouted out: go and do it! The pleas of electricity planners were brushed aside for over two decades, and politics took precedence. Two bad spells of power cuts had crippled the economy.

Engineers volunteered to help the CEB customers to operate the KIOSK POS (Point of Sales) Machines in the Head Office and all over the country where ever it was needed on June 28, 2017.
Then Engineers went to open the Cashier counters at the Head Office for our customers’ convenient.

India-Japan link to set up LNG power plant in Sri Lanka
In a far reaching move to further strengthen relations with India, the government will go ahead with a 300 MW Liquefied Natural Gas (LNG) power plant in Kerawalapitiya with Indian and Japanese assistance, a senior official of the Ministry of Power and Renewable Energy told the Business Times.
The Cabinet Committee on Economic Management (CCEM) has been informed by the Ministry that Indian and Japanese parties involved in the venture will visit Sri Lanka soon to discuss and finalise the project.
India’s Petronet and a Japanese firm will form a joint venture to set up a US $250 million LNG import terminal at Kerawalapitiya near Colombo, he revealed.
The proposed LNG terminal will be built in two-and-half to three years, he said adding that the government‘s policy is not to have any more coal power plants.
The plant will be built on a 10 acre land. Meanwhile existing thermal power plants will be converted to LNG plants where feasible.
The Public Utilities Commission of Sri Lanka (PUCSL) also approved the project which will be implemented as a Build, Own, Operate and Transfer basis and it will be connected to the Kerawalapitiya Grid substation.
The Treasury granted Rs. 5 billion recently to the CEB for its activities relating to power supply in the country; Treasury Secretary Dr. R.H.S. Samaratunga informed the CCEM noting that the CEB needs expert knowledge. The CCEM has approved to obtain the advice from the International Finance Corporation (IFC) while endorsing the proposal to purchase two 60MW and 100 MW barge mounted emergency power plants to be used as backup power during emergency situations.
The Ministry of Finance has been entrusted with the task of auditing the commercial operations of the CEB. CCEM has granted approval to obtain proposals from KPMG and PWC to carry out this task.
The Ministry of Power and Renewable Energy and the CEB have been instructed to take immediate action to ensure an uninterrupted power supply in the country.

Over Rs 300 m damages to CEB
The Ceylon Electricity Board ( CEB)has estimated their damage due to recent floods and landslides as to be over Rs 300 million, Minister Minister Power and Renewable energy Ranjith Siyambalapitiya said
“ Some areas were underwater and electricity had to be cut off due to safety measures but other areas which experienced landslides and the power plant at Kukuleganga were damaged” he said.
He said Ratnapura, Matara, Galle and Kalutara districts were affected. Mr Siyambalapitiya said that even during the adverse weather they were able to provide power within few days of therefore the CEB employees have to be credited and thanked.
